Introduction
This position is in Sound Transits Design, Engineering and Construction Management Department, in the Property Management (PM) division. The PM division manages and maintains Sound Transits real properties that are not considered operating facilities. The PM division also reviews all third party requests for use of Sound Transit owned properties and executes approved agreements. The scope of work is dynamic and subject to change.

Position Summary
The Leasing Document Coordinator is responsible for assisting in the administration of the Right of Way Management Plan, for drafting and routing all Property Management agreements, including Rights of Entry, Licenses, Leases, Easements, and other documents that relate to requests for incidental use of Sound Transit properties for signature, and for requesting necessary FTA approval. This position interacts with internal departments, outside agencies, governmental officials, tenants, licensees, and applicants to facilitate completing the process. This position involves researching, reviewing, editing and interpreting documents, compiling document abstracts, obtaining legal and risk management approvals for documents that fall outside the parameters of the approved templates, and ensuring compliance with all terms and conditions contained within the documents including maintaining current Certificates of Insurance.

Duties and Responsibilities

Request For Use of Sound Transit Property Process third party Request for Use applications for incidental use of Sound Transit property in accordance with the Right of Way Management Plan. Prepare departmental response packages, route accordingly to appropriate Sound Transit departments and external entities. Manage reviews, draft legal documents once approved and pursue FTA approval when appropriate.
Documents - Draft leases, licenses, easements, rights of entry, amendments and other real estate documents and related correspondence as needed for the management of Sound Transit properties. Review and negotiate comments. Obtain legal and risk management approvals for documents that fall outside the parameters of the approved templates. Prepare new templates and obtain approvals. Negotiate and convert acquired agreements to Sound Transit templates. Review and comment on documents and correspondence prepared by Property Management.
Insurance - Manage third party (i.e. tenants, licensees, permittees, contractors) compliance with the requirements of the terms and conditions of the agreements and Sound Transit risk management policies. Follow up with third parties to obtain updated Certificates of Insurance to keep the files and Critical Dates report current. Review all insurance questions and exceptions with Risk Manager. Update templates to reflect the latest insurance requirements, including General Liability and Railroad Protective Liability.
Research - Research documents relating to projects including permits acquired from BNSF and Northern Pacific Railroad, various governmental and municipal agreements, legal descriptions, drawings, parcel maps, and Sound Transit Right of Way maps to confirm ownerships, locations and rights and responsibilities of Sound Transit and related parties.

Required Qualifications
Bachelors degree from an accredited institution with a degree related to the function of the Sound Transit Property Management Division Minimum of 3 years of related professional work experience

Preferred Qualifications
Five to six years of related professional work experience.
Professional work experience in the following areas: property management, lease administration, real estate.
Notary Public Certificate.
